VMS for diversion in rural areas - socioeconomic effects

Movea along with Vectura has examined the usefulness of a system with VMS (variable message signs) for the traffic on the E18 in Arboga at the disturbance occurring on E18 north of or E20 south of the lake Mälaren. The aim is that the example should be used as a methodological template for general assessment of the socioeconomic benefits of dynamic diversion for other major traffic routes.

The project has provided insight into the benefit-sharing between the short and long stop, the experience of the long travel times make information about the stop in rural areas difficult and limits the usefulness and the shortcomings in the statistics on the incidence of total stops. Compared with a traditional socioeconomic calculation there need to be some adjustments to reflect the true impact of diversion by the VMS in a reasonable manner:
- A
djustment to consider queue discharge time
- A
djustment to consider the minimum stop time to take advantage of VMS information
- A
djustment to consider practical opportunities for guidance (road numbers <300).
